The other parts of the guide will need to be referred dependent on what the mods you are combining are about. For stuff like this local mods are probably the best but then you will have to manually update them when the real author does or miss out on the new balance/features etc. Submitting content you don't have rights to can get you in allot of trouble with steam. Uploading to Steam Workshop is something I wouldn't recommend if you are copy pasting other peoples mods though. The bare minimum for learning to combine mods, I think, would be. You want to be familiar with all of it to troubleshoot and have an understanding of what does what when you come across mods that are similar or use the same files.
